Community Master and Comprehensive Plans 
Colorado's municipalities and counties undertake (individually or jointly) comprehensive plans in order to articulate vision, values, and goals, in order to provide guidance on future zoning and growth, economic activity, and policies. See Colorado's Department of Local Affairs' toolkit for master planning. ​
